Upgrading Government Meetings for the Hybrid Era
The City of Concord partnered with ClarkPowell to modernize its council chambers with a future-ready audiovisual system built for automation, flexibility, and hybrid collaboration.
The goal was to streamline council operations, enhance transparency, and deliver a polished broadcast experience without the need for constant technical support.
Smarter Video Coverage
To elevate production quality, ClarkPowell expanded the camera system from four to six Vaddio RoboSHOT 20E PTZ cameras. Each camera is programmed with microphone-linked presets, automatically switching to the active speaker for seamless, dynamic coverage. When no one is speaking, the system defaults to a clean, wide-angle view, maintaining a professional broadcast look. The RoboSHOT 20E cameras provide crisp image quality and fluid motion, delivering a studio-grade experience while still allowing operators full manual control when needed.
Crystal-Clear Audio
Audio clarity was critical. The solution combines twelve Shure MXCW640 wireless gooseneck microphones at the dais and lectern with two Shure MXA920 ceiling microphones for audience participation. Each wireless mic includes a built-in speaker and touchscreen for voting and visual feedback, allowing every council member to participate clearly and confidently. The wireless design allows for flexible room layouts, and a Biamp Tesira DSP ensures consistent sound quality across the room, broadcast feeds, and hybrid platforms.
Flexible Control with AV-over-IP
The entire system runs on a Crestron NVX AV-over-IP platform, managed through four Crestron touch panels at operator stations. By moving away from a traditional matrix chassis, the City gained scalability for future expansion and simplified routing of video, audio, and control, all over the network. This approach gives operators intuitive control, built-in redundancy, and the ability to manage meetings efficiently with minimal effort.
Hybrid Collaboration with Microsoft Teams
The upgraded chamber is now Microsoft Teams-enabled, allowing remote council members and participants to join seamlessly. Their video and audio integrate into the live session, creating an inclusive and transparent experience for both in-person and virtual attendees.
Interactive Presentation Tools
Each council member now has a 22-inch ViewSonic touchscreen display paired with Extron annotation tools. These displays enable real-time markup and annotation on presentations—keeping discussions focused, visual, and interactive.
