The City of Wilmington Council Chambers Transformation
Built for the Next Generation of Public Engagement

For nearly three decades, ClarkPowell has partnered with the City of Wilmington to support and evolve its council chamber technology. Over the 28-year relationship, we have delivered five major AV upgrades, and each one aligned with how the city communicates, governs, and engages its community.

When the City of Wilmington transitioned from its historic council chambers to the new, modern building along the riverfront, it was an opportunity to completely reimagine how council meetings function.
​

The goal was to create a flexible, transparent, and future-ready environment that supports live meetings, public participation, and broadcast distribution without compromise.

The council chamber was engineered for clarity, visibility, and full audience engagement. Dual 98-inch Sony displays anchor the space with sharp, high-impact visuals, while Christie projection and Draper drop-down screens ensure every seat has a clear view. A six-camera Sony broadcast PTZ system captures every angle, delivering polished live production and reliable recording.

At the dais, precision and functionality come together to support smooth meetings. Each council position is equipped with a 24-inch Planar monitor and an individual Shure microphone, ensuring every voice is clearly seen and heard. A dedicated side control desk enables real-time audio mixing and video switching, operating as an extension of the control room. An additional side table with Shure microphones provides a flexible space for attorneys and city staff to participate effortlessly during meetings.

​To support public engagement, the chamber includes a central podium and front desk that provide structured, professional access for presenters. Integrated laptop connectivity makes it easy for participants to share content in real time, keeping meetings dynamic and inclusive.
Audio and Accessibility

Clear, intelligible audio is essential in a public governance space, and this system delivers with precision.

Low-profile ceiling speakers from Extron provide consistent, even coverage throughout the chamber, while a Listen Technologies-assisted listening system ensures accessibility for every attendee. The result is that every voice is heard clearly, whether in the room or tuned in remotely.
Flexible Meeting Spaces

Beyond the main chamber, ClarkPowell designed three divisible conference rooms to support a wide range of meeting types and room configurations. Each space can operate independently or combine into a larger environment as needed, giving the city true operational flexibility. Integrated Zoom Rooms enable seamless hybrid collaboration, while Sony cameras and Shure ceiling microphones deliver consistent, high-quality audio and video in every configuration.
The result is a set of spaces that scale effortlessly from small internal meetings to large public sessions, without compromising performance or user experience.
AV over IP and System Control
​

At the core of the system is a Crestron NVX AV over IP platform, giving the city the flexibility and control to manage content across the entire facility with ease. Any source can be routed to any display, live meetings can be distributed to overflow and breakout spaces in real time, and sessions can be recorded for on-demand playback. Meetings are also streamed and broadcast live on the city’s cable channel, extending access far beyond the room. Supporting it all is the city’s PEG channel operation, running 24 7 and delivering continuous public access to city programming.

The City of Wilmington now has a council chamber built for modern government operations. Meetings are more accessible, communication is clearer, and broadcast quality is elevated, with a system flexible enough to handle whatever comes next. This project is more than a technology upgrade; it is a continuation of a 28-year partnership built on trust, consistency, and a deep understanding of how public sector spaces need to perform.
